As of next year using a mobile phone whilst dri­ving will carry a three point endorse­ment. Ruthie does not con­done dri­ving whilst using a mobile phone which appar­ently quadru­ples the risk of hav­ing a col­li­sion, but she does won­der whether it is nec­es­sary to make the offence endorseable. When the 12 point tot­ting up rule came into force, 12 points really meant some­thing. With a pro­fu­sion of speed cam­eras, there are few reg­u­lar dri­vers who have a clean licence and the worst affected are pro­fes­sional dri­vers whose liveli­hood depends on retain­ing their licence. So it might be said: be more care­ful. Ruthie also sug­gests buy­ing shares in hands-free man­u­fac­tur­ing companies…

Since the points sys­tem for dri­ving seems so effec­tive, why not extend it and have a paper coun­ter­part to our ID cards? Minor offences, say lit­ter­ing and use of abu­sive lan­guage could be dealt with by way of a fixed penalty and points. No need to trou­ble the courts for minor mat­ters, and if you col­lect more than 12 points over a three year period its an auto­matic 3 month cus­to­dial sen­tence, unless excep­tional hard­ship can be shown. Cheap and efficient.
